Open Forum for CCICED 2024 Annual General Meeting

On the morning of October 11, the Open Forum for CCICED 2024 Annual General Meeting of the China Council for International Cooperation on Environment and Development (CCICED), titled “Promoting Harmony with Nature to Implement the Kunming-Montreal Global Biodiversity Framework,” was held at the Diaoyutai State Guesthouse in Beijing. The event was co-organized by the Foreign Environmental Cooperation Center and the Satellite Application Center for Ecology and Environment of the Ministry of Ecology and Environment, along with the Nature Conservancy (TNC) and the World Wildlife Fund (WWF).


The forum centered on three key topics: ecological conservation models aimed at achieving the 30x30 Target, resources mobilization for “Kunming-Montreal Global Biodiversity Framework”, and CCICED’s policy recommendations for the KMGBF’s global implementation. Huang Runqiu, Executive Vice Chairperson of CCICED and Minister of Ecology and Environment of China, and Achim Steiner, Vice Chairperson of CCICED, Administrator of the United Nations Development Programme (UNDP), and UN Under-Secretary General , attended the forum and delivered keynote speeches.

In the discussion unit on the “Ecological Conservation Models for the 30x30 Target,” Mr. Will McGoldrick, Managing Director of TNC Asia Pacific, shared three key points regarding the critical 30x30 target in the “Kunming-Montreal Global Biodiversity Framework”——


● Focus on the entire process of planning, monitoring and reporting to ensure effective implementation;

● Emphasize the mainstreaming of biodiversity agendas to ensure broad participation.

● Take a more synergistic approach by integrating the updated or revised NBSAP into existing climate change strategies and commitments and vice versa.

Linda Krueger, Foreign Team Lead for the CCICED Policy Study on Biodiversity Conservation and Implementation of the “Kunming-Montreal Global Biodiversity Framework”, and Director of Biodiversity and Infrastructure Policy at TNC, moderated the second session on “Mobilization of Funding and Resources for the Kunming-Montreal Global Biodiversity Framework” and provided the closing summary of the forum.

Relevant Research Report


The policy research project “Biodiversity Conservation and the Implementation of the Kunming-Montreal Global Biodiversity Framework” (2023–2024) was led on the Chinese side by Gao Jixi, Chief Scientist at the Satellite Application Center of the Ministry of Ecology and Environment. On the international side, Marco Lambertini, Convenor of the Nature Positive Initiative, and Linda Krueger, Director of Biodiversity and Infrastructure Policy at TNC, served as co-leaders.


This research provides an in-depth analysis of the implementation and effectiveness of the “30×30” Target (Target 3), sustainable use and management of biodiversity and sustainability in agriculture and regenerative agriculture (Targets 7 and 10), as well as financing mechanisms and incentives for the resource mobilization of the conservation and and sustainable use of biodiversity (Targets 18 and 19). The report offers policy recommendations for China and the global community to effectively achieve the goals and related indicators of the Kunming-Montreal Global Biodiversity Framework.
